　　1.Increase support to ease business difficulties.Simplify the business registration or filing procedures.If the company's registration information changes,except for the company name that needs to be submitted online,there is no need to apply for changes to other registration information,and the relevant procedures will be completed after the epidemic is over.Help enterprises,especially small,medium and micro enterprises in time,to solve problems encountered in import and export.Guide enterprises to standardize management,reduce errors in import and export declarations,and avoid procedural violations.
　　2.Speed​​up the inspection and release of imported production equipment and raw materials.Quickly inspect and release the machinery and equipment and raw materials that enterprises urgently need to import.If inspections are required,increase the proportion of machine inspections,reduce unpacking inspections,and meet the regulatory needs of enterprises.The consignee may entrust the supervision of the operation site operator,the person in charge of the means of transport,etc.to be there,or notify the customs to be present for inspection by means of e-mail,electronic platform,etc.For those who need to be sent to the laboratory for testing,the third-party certification,test report or enterprise quality and safety self-declaration can be used for quick inspection and quick release to further reduce the rate of sending to the laboratory for testing.
　　3.Promote the expansion of imports of agricultural products and food.Further increase the number of access countries and registered enterprises for agricultural products and food,and increase the number of imported varieties.Speed​​up the access process of agricultural products and food,shorten the time for quarantine approval,and report and approve applications that meet the requirements.Open up green channels for importing agricultural products and food at key ports,and implement 24-hour customs clearance appointments;for on-site inspections,no written application from the enterprise is required,and prior inspections can be arranged on site,and rapid release if no abnormalities are found;suspected pests and diseases must be sent to the laboratory For inspections,the inspection shall be arranged first.
　　4.Support enterprises to expand exports.Optimize pre-export supervision,provide convenient certification services,and conduct targeted issuance of export goods quarantine certificates,handling certificates,certificates of origin,and health certificates.Speed​​up the approval process for export filing enterprises.Strengthen the special training of foreign technical trade measures for enterprises to provide support for the smooth export of enterprises.
　　5.Simplify the quarantine approval of imported special medical items.Special medical items such as vaccines,blood products,reagents,etc.imported for the purpose of epidemic prevention and control for the treatment,prevention,and diagnosis of new coronavirus pneumonia,under the premise of controllable risks,are directly inspected and released by the port customs with the certification of the competent authority.
　　6.Simplify the procedures for postponement of processing trade.If a processing trade enterprise has delayed the cancellation of the processing trade manual due to delayed resumption of work,and various declarations such as deep processing carry-over and domestic sales taxation exceed the prescribed time limit,the competent customs shall go through the extension formalities based on the enterprise's instructions,and the enterprise shall submit relevant materials afterwards.
　　7.Simplify the verification and write-off procedures and reduce the number of factory inspections.For bonded handbooks that need to be written off,they generally do not go to the factory for inventory.The customs handles the verification procedures based on the enterprise inventory declaration data,and the enterprise retains relevant materials.Customs conducts off-site inspections on qualified enterprises using remote video connections,electronic file data transmission and other off-site methods to reduce the number of factory visits and reduce the impact on the production and operation of enterprises.
　　8.Handle administrative penalties simply and quickly.Cases involving enterprises and individuals involving epidemic prevention and control materials should be handled simply and quickly.Generally,no detention of the goods,articles,means of transport,or account book materials involved in the case is carried out.If the parties acknowledge the illegal facts in writing,and there are key evidences such as inspection and inspection records that can be mutually confirmed,the customs may use them as evidence.With the consent of the parties,the legal documents for administrative punishment can be served by fax,email,mobile communication,etc.that can confirm receipt.
　　9.Actively carry out international coordination and cooperation and strengthen the response to foreign restrictive trade measures.Strengthen customs foreign trade statistics,monitoring and early warning,and pay close attention to and collect restrictions on imports and exports from other countries due to the epidemic.Strengthen analysis,research and judgment,release early warning information in a timely manner,and provide targeted consulting services for import and export enterprises.
　　10.Play the role of"Internet+Customs".Ensure the stable and efficient operation of the information system.If paper materials must be checked in person,electronic documents may be provided by photographing,scanning,etc.,after approval,and then paper materials may be supplemented.At the same time,through the 12360 customs hotline and new media platform,timely answers to corporate inquiries and publicize customs policies and convenient measures.
